Ireland’s Data Center Rules: What the New Grid Connection Policy Actually Requires

Ireland did not ban data centers, but it has made the electricity connection itself conditional. Under the Commission for Regulation of Utilities decision that took effect on 12 December 2025, a new data center connection now comes with obligations attached. If you do not meet the conditions, you do not get connected, or you do not stay connected.
 
That is a different kind of rule from the efficiency mandates appearing elsewhere in Europe, and it is widely misunderstood. Here is what actually applies, what is still only a plan, and the part of it that most operators can act on.

What the connection policy requires

The CRU’s Large Energy Users connection policy sets obligations by size, measured against Maximum Import Capacity, or MIC.
Under 1 MVA. Treated as de minimis, with no substantive generation requirement.
 
Between 1 and 10 MVA. The site must bring an autoproducer unit sized to 100 percent of its MIC.
 
10 MVA and above. The site must bring dispatchable generation or storage equal to 100 percent of its MIC, and that capacity must participate in the wholesale market rather than sit idle behind the meter.
 
At 1 MVA and above, separately. At least 80 percent of annual electricity demand must be met by new renewable generation built in Ireland, reached along a six-year glide path that starts when the site is energized.
 
Two important details in this are that applications above 20 MVA go to EirGrid on the transmission system, while smaller ones go to ESB Networks on the distribution system. And there is no single national deadline: the six-year clock is per facility, running from that site’s own energization date. Your neighbor’s deadline is not your deadline.

What is regulation, and what is still a plan

This distinction is worth getting right, because coverage tends to blur the two.
 
The connection policy is a regulation, in force now. It is a formal direction to the system operators, and it binds anyone seeking a connection today.
The Large Energy User Action Plan, announced in early 2026, is a plan. It sets out a shift toward allocating connections alongside renewable supply, and a program of actions running to 2030, including Private Wires legislation.

Why this is a demand problem, not only a generation problem

Read the obligations again and notice what they are measured against. The autoproducer requirement is 100 percent of MIC. The dispatchable requirement is 100 percent of MIC. The renewables obligation is 80 percent of annual electricity demand. Every one of those numbers is sized off how much power your facility asks for.
 
That has a direct commercial consequence that gets very little attention. Reducing demand does not exempt you from the rules, but it shrinks the size of everything the rules require you to build, contract, or procure. A facility that trims its non-IT overhead needs a smaller MIC, and a smaller MIC means a smaller generation or storage obligation and less renewable capacity to underwrite. The efficiency work and the connection obligation are not separate projects. One sets the price of the other.
This is why the first move in Ireland is not a procurement decision. It is a measurement one.

You cannot shrink what you have not measured

Most facilities can tell you what they pay. Far fewer can tell you, hour by hour, where the power actually goes, which is the number that sets MIC and drives the annual demand figure in the obligation.
 
That is the gap AKCP monitoring closes. Power monitoring runs to voltage, current, power factor and accumulated kWh across PDUs, UPS and the mainline, mapped through a full power distribution model down to individual rack outlets, so consumption is attributed rather than estimated. Real-time PUE is computed as a virtual sensor, graphed and alertable like any other reading, so the ratio between total and IT load stops being an annual spreadsheet exercise and becomes something you can watch move.
 
For airflow problems that are not obvious from point readings, AI-assisted CFD simulates the room from live sensor data and produces a per rack thermal report with risk scoring. Because ingestion covers Modbus, SNMP, and MQTT, existing meters and gear usually feed the same picture rather than being replaced.
 
To be direct about the limit: none of this satisfies the CRU obligation. That obligation is generation and storage, and AKCP does not sell generation or storage. But we can help you measure your energy use and lower your on-site generation and storage obligations.

What about water?

Ireland has no data-center-specific water regulation. The restriction that made headlines this summer is a Water Conservation Order, extended nationwide from 24 July to 26 August 2026. It restricts hosepipe use for gardens, private cars, domestic pools and similar uses. It applies to households, and it exempts activities required for commercial purposes. It does not place a restriction on data centers, whatever the surrounding commentary suggests.
 
The one genuine water law is abstraction control. Under the Water Environment (Abstractions and Associated Impoundments) Act 2022, in force since 28 August 2024, an abstraction of 25 cubic meters or more in any 24 hours must be registered with the EPA, with licensing above a higher volume. But this governs taking water from a river, lake or groundwater. Water bought from the public mains is the utility’s abstraction, not yours, and Irish data centers are overwhelmingly mains fed, so the regime reaches very few of them.

Does the connection policy apply to my existing facility?

A site already energized is affected mainly when it seeks more capacity or a new connection, while new builds face the full conditions. Read the decision paper against your own connection agreement.

Is there a national compliance deadline for Ireland?

No. The six-year renewables glide path runs from each site’s own energization date, so the date is facility-specific.

Does Ireland cap PUE like Germany?

No. Ireland sets no maximum PUE. The regulations are in the grid connection and what you must bring to it.
