I bought a AKCP device and the device does not fully boot.

The device can be powered by 5VDC or PoE. When power is applied the Eth Led goes red then green. The network port will sometimes connect but no traffic (Device and laptop are connected using cross over cable and are on the same subnet, firewall disabled.). The IPSet tool, when the network link is connected will see the device but not be able to ping it. Wireshark logs arp requests for both the laptop and the SP+ device but they cannot talk. The network link link lights is about 30% of the time and a hard reset of the device does not correct the issues.

I am working with the vendor also.
