SPX+ Factory reset not working

I have two (2) SPX+ units and both show power; however, when I do a factory reset, it does nothing at all. Do I have two bad units?

I finally got one of the two units to power up. I may have one bad power supply; however, now the top two sensor ports are blinking red on and off. I have link on the Ethernet port, but cannot access the device or ping it.
